1. Change xp rate for first week to like x500 to get ppl to come. Like a grand opening promo
2. Refer 5 ppl or w/e and u get donor coins or some sort of reward.

The first idea is ok i mean if no one knows this server how do they know there are 500x o.o and the second suggestion is alright too that might work thou
